One way to limit selling of stocks, at least in the short term, is to, well … limit selling.

China did this, and given how stocks in China performed after reopening from the extended holiday it achieved the desired effect.
Again, its a short term measure and eventually the folks that have to sell will sell. But (please note I am acknowledging the result of the policy, not approving of it) the restrictions on selling imposed in China did what was intended.
