Cohn says leaders agree on major issues
So now the question is:
Is this a 'repeal and replace' kind of agreement? Like that they agree taxes should be lower. Or is this more of an agreement on the numbers and what it will look like?
If Republicans skip ahead to tax reform, which is highly likely, they're desperately going to need a win but you can never assume anything with Congress.
The problems will be when they try to take away the massive subsidies and loopholes in the tax code and also try to balance the budget without assuming 4% growth.
