April and May were both declines, this is the first rise in 3 months

Commentary on the result (in brief) via Westpac:
- Improved tone compared to last year
- Not pointing to a sustained lift in consumer demand - that'll be mildly disappointing to the RBA (RBA is forecasting above trend growth in 2018 and '19, the forecast partly rests on a lift in consumption growth)
