White House reiterates that reciprocal tariffs will go into effect on April 2

There are two big questions:

1) What does the White House consider tariffs?

Because if it's things like non-tariff barriers of VAT taxes, then this is going to get ugly.

2) What will the retaliation be

Because that's how it could escalate.
