Russia has increased troop and equipment deployments to Ukraine's northern neighbour Belarus.
Blinken says the US visa restrictions on some Belarusian nationals is due to their involvement in "serious, extraterritorial counter-dissident activity". Says condemns the attempt to forcibly repatriate Belarusian Olympian during the Tokyo Summer Olympics in 2021.
