Trump is setting up another showdown in the Supreme Court:
Any and all Documents, Proclamations, Executive Orders, Memorandums, or Contracts, signed by Order of the now infamous and unauthorized “AUTOPEN,” within the Administration of Joseph R. Biden Jr., are hereby null, void, and of no further force or effect. Anyone receiving “Pardons,” “Commutations,” or any other Legal Document so signed, please be advised that said Document has been fully and completely terminated, and is of no Legal effect. Thank you for your attention to this matter!
It's not clear where he intends to go with this but it's going to be a mess.
The Department of Justice (under George W. Bush in 2005) issued a legal opinion explicitly stating that a President can use an autopen to sign bills and documents, provided they authorized the action and Presidents since Thomas Jefferson have used proxy signatures.
The leading line of thinking is that Trump is going to use the gap in time between his declaration and when it's shot down to rearrange some things and exploit the vacuum. He may also make life difficult for opponents and adversaries who were pardoned.
