Trump says South Korea will be building its nuclear powered submarine in Philadelphia's shipyards.
Trump's announcements can often be of loosely agreed frameworks and such, not necessarily agreements. Bear that in mind if you are thinking of moving to Philadelphia to work as a nuke sub builder ;-)
