Japan's chief cabinet secretary Matsuno says 3 reactors damaged in the quake will not be back online for April or even May. There have been power outages in Japan, although the power supply warning for the Tokyo area will be lifted today. A similar warning for northeastern areas powered by Tohoku Electric was lifted late on Tuesday.
