German finance minister says:
- It is possible to comply with NATO quarter for regular budgets, doing it with borrowing would be temporary
- The rules are about debt sustainability in the long run. Changes will need to respect this while giving greater flexibility.
- It would be a target reform or physical rose to allow countries to increase defense spending.
