Joining OPEC+ is a big difference from joining OPEC but it might be the first step. I don't understand how a country stands to benefit from joining OPEC though, so it's a strange move. The move is effective on Jan 1.
That said, BRL is at the top of a lot of lists of currencies that people like for 2024, including Bank of America.
