Earlier on CNBC, Ross said that the furloughed workers are guaranteed by the US government and if the need to funds they should secure funding by getting a loan against that pay guarantee.
Ross also said that the US and China were "miles and miles away" from a trade deal. He clarifies that comment by reiterating that the structural changes in China are not close to be resolved.
