Despite the apparent backing off on tensions between the US and Huawei over the weekend US Commerce Department's enforcement staff are being advised that Huawei should still be treated as blacklisted.
An email to enforcement staff on Monday and seen by Reuters:
- sought to clarify how agents should approach license requests by firms seeking approval to sell to Huawei.
- All such applications should be considered on merit and flagged with language noting that "This party is on the Entity List. Evaluate the associated license review policy under part 744"
- "presumption of denial" licensing policy is applied to blacklisted companies
Here is the report for more.

It would be appear to be a delay in relaying new policy from Trump to the department, but who knows?
