- EU and UK are 85% on the way to a Brexit agreement

That last line is a dead giveaway that things aren't nearly as good as he is talking it up to be as the EU has shot down hopes of a Chequers deal earlier this week. And if the Irish border represents 15% of the unfinished negotiations between the two, I reckon that 15% very much outweighs whatever 85% that they have already agreed upon.
