Saudi oil minister: Output cuts will continue until end of 2018

Does he mean they will continue at least until the end of the year? Or that they will continue until year-end, then the quotas will be dropped?

I'm guess it's the first one and that's how the market is taking it. I don't think OPEC has as much capacity as it advertises anyway.

Update: Says oil producers are monitoring the situation and will adjust based on market conditions.
