There's no real way for Congress to pass a deal before the midterms or in the lame duck session. There's a 90-day statutory notice period from when the deal is completed and even a handshake deal this week needs to be flushed out. Then Congress has 90 days to consider it.
Canada is likely going to be blamed when talks miss the Friday deadline but there was no real hope of a deal anyway.
