They're looking to make official the cooperation among OPEC+ members at this point. There were reports few months back saying this "organisation" could begin as early as next year but so far there has been no follow up on that.
Working together - especially with Russia - as one would make it easier for them to combat the US in terms of market share in the long-term. Why make enemies when you can make friends, eh?
