Considering that OPEC's Secretary General is Nigerian, they would look awfully bad if they didn't agree to play along at some point.
That said, this is a vague comment that doesn't indicate when, or at what level. My guess is that Nigeria wants much more room than it has now.
Update: He said he will hopefully know in 2-3 months whether oil output has stabilized before agreeing to cuts. Current production is near 1.7 mbpd and they see a cap when they can sustainably pump 1.8 mbpd.
Oil has been unmoved by the headlines.
