Repeats, does not expect to see growth until 2018
The market isn't trading what the policies might do in 2018, it's trading what the details of them might be. In that scenario any USD rally on the details may be short lived and far from trend changing. As I've just mentioned in the comments, there's no magic wand here for taxes. Whatever comes out will need to be planned, costed and put through Congress, and that's the long game.
