The German Chancellor, backed by ECB’s Draghi said the plan was ‘incompatible’ with EU treaties, whilst the Italian PM argued that the ESM should have a bank license , that the ECB would need ‘exceptional measures’ to halt the current crisis and that Germany’s interpretation of the ECB’s mandate was too narrow.
