Details on the Lib Dems plan for Brexit bill
They want the final Brexit deal put to a referendum
Want to guarantee the rights of EU citizens in the UK
They've got fat chance on point one I should imagine, and not much more on point two. That will come down to negotiations with Europe and it certainly won't be something May will guarantee beforehand (unless there's something done with Europe under the table).
Again, a reminder that these sorts of shenanigans are to be fully expected as the political parties beat their chests to make themselves heard. None of these things (so far) are any sort of outright refusal to put this bill through.
