That basically means that both parties i.e. Salvini and Di Maio aren't willing to consider a budget plan that would be in the region of around 2.0%, which Conte is looking to propose. This shows that the stall in discussions are likely to continue ahead of the proposed Tuesday submission date.
Something's gotta give eventually, and I reckon Salvini and Di Maio will eventually have it their way and we'll back be back to square one again with regards to the European Commission.
