There is a battle over asylum-seekers among between the League and Five Star. The League wants restrictions on the rights of asylum-seekers while members of Five Star don't like it. Meanwhile, Five Star is pushing for an anti-corruption law that would extend time limits on crimes that the League doesn't like.
Prime Minister Conte is trying to bridge the cap.
The confidence vote is on the migration measures and the aim to strong-arm Five Star members into supporting it; or risking an election and expulsion from the party.
The balance of power in the coalition is shifting to Salvini's League with polls showing them now ahead of the Five Star movement compared to the March vote, when Five Star doubled them in votes.
