  3. Upgrading infrastructure
  4. Supporting business to start and grow
  5. Improving government procurement
  6. Encouraging trade and inward investment
  7. Delivering affordable energy and clean growth
  8. Cultivating world-leading sectors
  9. Driving growth across the whole country
  10. Creating the right institutions to bring together sectors and places

There's also the usual bluster about technology, energy and transport. Her plan is set to be announced officially when she appears at a regional cabinet meeting.

On the face of it, it's the usual bullish claptrap which will be followed by the usual question of how is it all going to be paid for. Of course, this is the idea stage, not the actual detailed plan of action.
