One solution could be to link agreed deficits to planned reforms
So, rules that the EU regularly let countries flout aren't working, and because they might cause political upset, the answer is to tie them to an ultra-popular (#sarcasm) reform process. Sounds more like an 'out of the frying pan and into the fire' scenario from the political aspect.
