It will come down to McConnell
Here's the thing: This deal isn't going to need all Republican Senators to support it. If it's supported by Democratic leadership, you only need a few Republicans to vote for it.
Now, I don't think it's going to pass with just a few Republican votes but it certainly isn't going to be along partisan lines.
So the only question is whether McConnell wants to bring it to the floor or not.
