For some context, Baker was among those who resigned back in July alongside David Davis. He is saying that Theresa May is facing a massive problem because of the scale of the opposition to the Chequers proposals. Well, if his information is to be believed then this really makes it impossible for any negotiations with the EU to take place - and that is yet another setback to May and it will be for the pound as well when the time comes.
