The first step in making any changes is admission/acknowledgement. And the ECB did that yesterday by recognising that risks to the Eurozone economy are skewed more to the downside now rather than being "broadly balanced" before.
Given that change, they're setting up for a potential change in rate guidance in March should economic data continue to highlight a further slowdown in the economy in Q1 2019.
