China was taken aback by the US announcement that it will move forward with steel and aluminum tariffs despite putting the trade war "on hold" two weeks ago.
China is now considering retaliation with farm products.
Wilbur Ross is scheduled to make a trip to China this week and there is talk it could be cancelled.
