Catalonia will not hold an independence referendum on Nov 9, but it will hold a “consultation of citizens” vote on the day, with the outcome to be released on Nov 10. Although the vote will have no legal standing, it will be a clear statement of the wishes of Catalonians and will be a forward bargaining chip for one side or the other.
