This news hasn't been widely picked up. That's not the kind of thing an ambassador says (especially with a timeline) if he doesn't have solid information. Canadian Foreign Minister Chrystia Freeland met with Nancy Pelosi last week about the tariffs.
Along the same lines, Mexico's ambassador to the US also said she expects the tariffs to be lifted before Mexico ratifies the trade pact.
