That appears to be the way where talks are angling towards at the moment. As the withdrawal agreement won't be reopened, there is potential to change the political declaration instead. Amendments to the declaration could present more closely-related ties between the UK and EU but also regulatory changes could potentially see the backstop issue be resolved.
The idea sounds appealing for now but once again, the practicality of it remains uncertain. And such a move is likely to also be shot down by the UK parliament anyway as it would defeat much of the purpose of Brexit in the first place.
