There's just no way that would get through parliament. It's derisory.
This might work a bit better:
"Also said independent arbitration panel set up to police disputes after the transition period is over could set an end date if EU was clearly not honouring best endeavours commitment in A184 of withdrawal treaty," Waterfield writes.
