Comes off the back of a 6.1 magnitude quake on Sunday
The quake was centered in East China Sea about 21 kilometers north-northeast of Hualien City.
There was little damage on Sunday quake, but there is more damage being reported today.
Cellphone video from Hualien City shows a large building leaning at a dangerously sharp angle.
There is no tsunami warnings.
