ECB's De Guindos: Inflation in Europe "not as temporary as we expected"

European central bankers aren't talking about raising rates yet but they have in the UK and will soon in the US, Canada and elsewhere.

However, when a chunk of the inflation is due to a sub-standard power grid, hiking rates isn't the answer.
