BOE’s Cunliffe says the biggest risk to the UK economy is house prices rising faster than income

• We have said we are looking at the amount of spare capacity when deciding on policy tightening
• Rate rises will be gentler than in the past
• There’s signs the UK recovery is broadening but risks remain
