BOE: Will cut MPC meetings to 8 per year from 2016

• Will publish minutes alongside MPC decisions from Aug 2015
• Will need parliament approval to change MPC schedule
• Plans 4 meetings a year between MPC and FPC
• Will publish MPC meeting transcripts with an 8 year lag, effective March 2015
