The report will be published at 1630 GMT, the change was highlighted last week here. Alongside the release of the report, the central bank will also publish its stress tests results as well as their Brexit assessment and withdrawal agreement scenarios.
However, given that the central bank still has their hands tied, expect them to reiterate that they still view a no-deal outcome as unlikely and that their forecasts will be based on there being a Brexit agreement/deal.
I don't expect Carney's presser to mention much on monetary policy for reasons stated above as he will be touching more on the financial system and risks associated to it due to Brexit uncertainty.
