- Says it has taken time but the market are adapting more to the BoC approach to stop providing forward guidance
Says he is certain (so much for uncertainty, right ...)
- the best approach is to communicate openly about the Bank's reaction function and the key risks it sees
- This approach leaves markets to interpret data, make their own forecasts about future path of interest rates
